13th UPU Congress, Brussels


Belgium - stamp issued for the 13th UPU Congress 1952The thirteenth UPU Congress met in the "Paleis der Academiën / Palais des Académies" (Palace of the Academies) in Brussels from 14 May to 15 July 1952. It was the first congress since the UPU became an official UN related organization.


Some of the most important decisions were:


the abolishing of former requirements on the colour of postage stamps (blue for letters, red for postal cards and green for printed matter);


the authorization of simultaneous interpretation of discussions in the Congress and other UPU bodies in French, English, Russian and Spanish;


Palace of the Academies, Brusselsthe recognition of the establishment of the United National Postal Administration;


the extension of the free postage already provided for prisoners of war and civilian internees and granting of the same exemption to literature for the blind.
